PURPOSE:To prevent the communication quality of respective communication classes from getting extremely worse by adaptably controlling and changing priority to the communication class in accordance with a traffic condition. CONSTITUTION:A deciding function part 5 judges whether a second class observing cue length q2 is over a second class cue length upper limit threshold TH22 or not. When the result is YES, a call is transferred by a first class transmitting function part 3 with the priority. Then, when the first class observing cue length q1=0 is obtained, namely, only when there is no queuing in the first class, the second class is transferred by a second class transmitting function part 4. When the result of the judging function part 5 is NO, the call of the second class is transferred with priority.
