A substrate for mounting optical parts and electric circuitry parts, wherein an insulating substrate on which an electric circuit is formed is provided with a metallic portion onto which will be welded optical parts. In contrast with this constitution, an insulating layer on which an electric circuit will be formed may be provided on a metal plate to which optical parts are welded. The device constituted using this substrate helps improve frequency band characteristics and helps stabilize the optical coupling efficiency for extended periods of time.
