PURPOSE:To eliminate the needs for replacing the hooks of a safety belt over the whole length of horizontal parts regardless of struts by a method in which rope hook metals with rope-hooking rings are slidably attached over its whole length to the horizontal parts of a handrail in which horizontal parts are fixed between struts. CONSTITUTION:A horizontal part 4 is fixed between struts 3 to form a handrail 1. Rope hooks 5 with rings 5C to fix the hooks of a safety belt are slidably attached over the whole length of the part 4 to the part 4. The coupling of the safety belt can thus be made easier to eliminate the needs for replacing the safety belt, thus raising the safety and operating efficiency of height operation.
