(a) a base structure including a base plate with flow openings, supporting a first network of interlaced beams, (b) a second network of interlaced beams vertically spaced from first network, (c) a plurality of cells, each holding a fuel assembly and positioned in a pair of aligned polygonal openings, (d) spaced outwardly directed projections on outer surfaces of the sides of the cells, (e) means to fixidly secure the projections to the beams in the first and second networks of beam, (f) neutron absorbing material fitted or some outer cell surfaces and (g) a fuel storage pool floor and base structure to adjust the base plate and cells to level condition.
