PURPOSE:To enable the transmission control on the basis of an engine r.p.m. even if a starting clutch is not engaged by determining a secondary target engine r.p.m. gained from the multiplication of a primary target engine r.p.m. of a D-range by the input and output revolution speed ratio of the starting clutch during the drive of the N-range, as a target value. CONSTITUTION:A means 80 determines a primary target engine r.p.m. on the basis of the opening position of a throttle valve, the car speed and the mode range. A means 81 determines a secondary target engine r.p.m. on the bases of the primary target engine r.p.m., and the clutch input r.p.m. Furthermore, a means 83 determines the transmission signal according to the error between an error between the secondary target engine r.p.m. and the actual engine r.p.m. and sends the signal to a transmission control valve 43 which is served as a transmission controlling actuator. The transmission control valve 43 carries the control oil pressure to the transmission ratio controlling oil chamber 16 of a continuously variable transmission to execute the transmission control. As a result, the transmission control may be executed according to an engine r.p.m. even if the starting clutch is not engaged.
