PURPOSE:To reduce loss due to liquid communication leak current by blocking or throttling the electrical liquid path while liquid supply is stopped in case liquid supply by a pump is conducted in interrupted continuity. CONSTITUTION:When a positive electrode liquid pump 17 is stopped at the time when the positive electrode liquid in each cell is fully replaced, liquid paths are shut by rotating a rod-shaped valve 26, or by shifting it in the axial direction. Thus a construction to perform shutting and opening of electrolyte paths for the cells is furnished, and the electrical liquid path is blocked or throttled while the liquid feed is off in case the liquid feed is conducted in interrupted continuity. This reduces the loss due to liquid communication leak current.
