PURPOSE:To automatize mode selection to eliminate the erroneous operation related to mode selection by setting an operation mode based on mode discrimination information before execution of an application program. CONSTITUTION:An initial program file 32 is loaded to a memory 5 from a recording medium through a disk device 10a and an interface part 10b by a CPU 1. Mode discrimination information 32b loaded to the memory 5 is compared with the current mode of a device; and when they are different, a mode switching circuit 7 outputs a switching signal to a frequency dividing circuit 2 and an interface part 8b to switch the mode. After a system program file 33 is loaded to the memory 5 based on a bootstrap program 32a in the memory 5, the input/output control system of the system program and the operating system are executed.
