PURPOSE:To facilitate the maintenance and management of programs for various kinds of packet exchanges by conducting the unitary management of said programs by means of a network management equipment. CONSTITUTION:A maintenance and management equipment 11 to generate and modify constitutional information for the processor of the packet exchange in a network and to transmit the information to the network management equipment, is provided. To execute the initial program loading(IPL) of the packet exchange 1, based on the constitutional information for the processor of the packet exchange 1 itself generated. modified, and transmitted by the equipment 11' the network management equipment 7 reads the necessary program of processor from among respective programs for processor of the equipment 1 stored in a storage device 10, and informs it to the exchange 1, so that the exchange 1 loads thus informed program on the memory of the processor. As a result, the management and the exchange work for the program for packet exchange can be made sure and easy.
