PURPOSE:To recognize the rough contents of a picture even in the middle of decoding by adding second picture information obtained by the same way that under-mentioned to picture information obtained by decoding the encoded data of a first frequency component in an actual picture space. CONSTITUTION:A class code from a signal line 42 and position information in the spectrum space (e.g., 4X4) of a code from the signal line 41 are outputted respectively to a ROM 32 and a developer 31. The developer 31 leaves only band information behind and generates the spectrum of 4X4 from the rest, and said spectrum enters an inverting part 33 and becomes information in the actual picture space, and is stored in a storage part 35 through an adder 34. If other band picture information is stored previously in the storage part 35, it is called out, and is inputted to the adder together with the information from the inverting part 33, and is stored again in the storage part 35 through a bus 45. As for stored picture data, the summary of the picture to be decoded of the low frequency component of a band 1 is displayed on a display 25. Next, the picture of the intermediate frequency component of the band 2 and subsequently, the picture of the high frequency component of the band 3 are displayed, and the summary of the picture contents before decoding can be recognized. |
