Then they are vector-quantized by every band by the vector quantizer 4, and simultaneously, the pictures of the respective bands are encoded, and are collected together by every band by the sequencer 6, and are transmitted according to class sorting information 12. In this case, since one picture portion of the encoded data of a second frequency component is transmitted after one picture portion of the encoded data of a first frequency component is transmitted, the picture transmission of the good compression efficiency and the good picture transmission response can be performed. Besides, by transmitting the encoded data together with the data showing whether the encoded data of every frequency component exists for each block or not, the compression efficiency can be further improved.
