<p>A movement instruction and an operation instruction are produced from an NC tape as NC instructions of the same block. A movement completion signal is formed at a moment when the movement of the tool is finished based on the movement instruction, and the operation on the machine side is instructed by an instruction execution function based on the movement instruction.
