PURPOSE:To execute the coarse adjustment of encoding control data, to automatically execute the fine adjustment in accordance with the encoding information after the encoding is started and to execute the efficient encoding transmission by selecting and instructing an encoding control mode in accordance with the type of the picture information before the encoding of the picture information is started. CONSTITUTION:A picture information reading circuit 1 of a picture encoding transmitting device reads picture information, outputs a picture signal for one frame, a picture signal from the circuit 1 is read, compressed and encoded by a picture encoding circuit 2 and the encoding information is generated. By an encoding control data memory 2, plural encoding control data to control the encoding information quantity are stored, the optimum encoding data are selected from the memory 2 based on the encoding information quantity before one frame by an encoding control data switching circuit 5 and outputted to a picture encoding circuit 3. By an encoding mode instruction input means 6, the encoding control mode is selected and instructed, stored into an encoding control data memory 4, the control mode of the memory 4 is selected by the circuit 5 before the encoding is started and the coarse adjustment of the encoding control data is executed. |
