PICTURE SIGNAL ENCODING SYSTEM

PURPOSE:To suppress deterioration in the picture quality by calculating a prediction error between a predicted value in use with a picture element in a block only and the original picture element, selecting the coding mode so as to minimize the distortion to an original picture signal in the unit or blocks and sending the coding signal and the mode signal. CONSTITUTION:A pattern is divided into plural blocks with a predetermined size, a prediction error between the predicted value in use with only the picture element in one block as to each block and the original picture element value is calculated, the quantization characteristic in applying quantization of the prediction error for each block and plural coding modes specifying the code length of the signal to be quantized are provided. The prediction error is quantized and coded according to the plural coding modes so as to obtain a desired transmission coding quantity and to minimize the distortion to the original picture signal through the selection of the coding mode in the unit of blocks and a coding signal 69 and a mode signal 68 representing the coding mode are sent. Even if the transmission signal is subjected to error in the transmission line, the deterioration in the picture quality is not made distinct.
