PICTURE SIGNAL ENCODING SYSTEM

PURPOSE:To suppress picture quality deterioration by quantizing and coding an error between a predicted value in use with only a picture element in a block before and after the number of picture elements is decreased and an original picture element value as a 1st and 2nd prediction error, selecting a coding mode so as to minimize the distortion to the original picture and sending the coding signal and the mode signal. CONSTITUTION:A pattern is divided into plural blocks with a predetermined size, the 1st prediction error between a predicted value in use with only a picture element in a block and an original picture element value in each block, and an error between a predicted value in use with only a picture element in the block after the picture element number subjected to subsampling to the picture element in the block and the original picture element is calculated as the 2nd prediction error. The 1st and 2nd prediction errors are quantized and coded, and the coding mode is selected in the unit of blocks so as to obtain a desired transmission code as the entire pattern and to minimize the distortion to the original picture, and the coded signal 69 quantized and coded according to the selected coded mode and the mode signal 68 representing the selected coding mode are sent. Then the picture quality deterioration is prevented.
