<p>PURPOSE:To prevent picture quality deterioration by using picture element position information generated by a picture element position detection circuit so as to divide a pattern into plural blocks thereby selecting a coding signal, sending one picture element among picture elements in a block without modifying the original PCM signal and sending the other picture elements while quantizing an error between a predicted value and an original picture element value. CONSTITUTION:Selectors 4-6 selecting a coding signal depending on the picture element location information generated by a picture element position detection circuit 1 to divide a pattern into plural blocks with a predetermined size, plural predicting devices 9-11, a quantizer 2, a representative value setting circuit 3, a subtractor 7 and an adder 8 are provided to the coder. One picture element among picture elements in a block is sent without modifying the original PCM signal and other picture elements are sent while quantizing an error between a predicted value in use with the PCM signal or a local decoding signal of the picture element already coded in the same block and the original picture element value. Thus, even if any error takes place in the transmission line, the effect or error remains within the block and the picture quality deterioration is minimized.</p> |
