The converter has a buffer in the input terminal of IC circuit processing the ECL and TTL digital data. The converter includes a control unit (2) for switching switches (3,4) according to output signals from a mode selector (1), a reference voltage generators (5,7) for providing ECL and TTL voltages to ECL comparator (5) and TTL comparator (7), a buffer (10) for buffering the output from comparators and transmitting to IC circuit, and a load registor (9).
