The shears have two longitudinal blades (15,16) movable in synchronism parallel to each other. The blades move in circular trajectories with axes of rotation lying in the same plane. The two blades meet at each cutting cycle consisting of 360 deg. rotation. - The blade speed is regulated during the cycle. The start of each cycle is controlled in relation to the speed of the band so that, in the zone of contact, the speed of the blades coincide with that of the band to be cut.
