Toner particles are fed to a developer receptacle which also contains carrier particles. A developer applicator has a number of agitating blades extending in the widthwise direction, with a cut formed in some of the blades. A developer detector senses the concentration of the developer, and that of the excess of the developer removed from the applicator. A partitioning plate conducts the excess of the removed developer to the agitator. The latter moves the developer from one side toward the other side, and the plate moves the removed developer back to the first side.
