PURPOSE:To realize the simplification and the precise functional division of a program by enabling a protocol data unit of which structure is prescribed to be uniformly assembled and disassembled based on the ISO 8825 (ASN.1 basic encoding rule). CONSTITUTION:A protocol data unit assembling/disassembling mechanism 10 is constituted by including an AST scanning means 1 scanning an ASN 1 defining the structure of the protocol data unit and a syntax trunk AST 4, a VTL retrieval means 2 retrieving the value trunk list VTL 5 of a table form storing a decode value and encoding it on a data unit buffer DUB 6 and a DUB retrieval means 3 retrieving the DUB 6 storing the protocol data unit and decoding it on the VTL 5. When the protocol data unit is assembled, the program starts the mechanism 10 by giving the AST 4 and the VTL 5 to it. When it is disassembled, the program starts the mechanism 10 by giving the AST 4 and the DUB 6 to it.
