An anti-fouling marine coating comprising a hydrophobic porous polymeric membrane adhered to a surface by a marine paint. The coting contains a biological toxicant preferably in the paint so that when an organism penetrates the pores of the membrane it releases the toxicant, weakens or dies and is swept away by water action. The membrane is preferably porous expanded polytetrafluoroethylene.
