The windmill rotatable at the low speed of wind comprises a wing member (100), a rotating shaft member (200) fitted to the center of the wing member, a transmission gear (300) connected to the rotating shaft member, and a base frame (400) supporting the wing member and the transmission gear. A number of wing members may be mounted on the base frame to increase the wind power. The rotating shaft member comprises a first rotating shaft (210) rotatably mounted within a second hollow shaft (220). The first rotating shaft is fitted to the wing member, and the second shaft to an inner wing member (110).
