<p>PURPOSE:To decrease picture quality deterioration due to the isolation of a single block by calculating a distortion quantity at every block from the interpolated error of a picture element in an area with a fixed size including a block and determining a mode with the use of the distortion quantity. CONSTITUTION:For a picture signal 50 inputted from an input terminal, a mode 2 is thinned and interpolated by a mode 2 thinning/interpolating circuit 1, and a difference signal 51 between a interpolating signal and an original signal is calculated. The difference signal 51 is inputted by a distortion quantity calculating circuit 3, the signal is added in the area of 3 blocks X 3 blocks around the said block, made into the distortion quantity at every block, and outputted as a distortion quantity signal 53. The mode for the all blocks is determined by a mode determining circuit 6 by using the distortion quantity signal 53 and a threshold value Th. The inputted picture signal 50 is delayed by a delay circuit 7, and the picture element of a delayed picture signal 55 is thinned by a thinning circuit 8 based on a mode signal 54.</p> |
