PURPOSE:To improve the compressibility of data by constituting a block encoding means so that data compression can be executed according to the block encoding method of a two average method. CONSTITUTION:A block encoding circuit part 210 receives a concentration image signal 211, which is a digital signal, to show the luminance level of a picture element and outputs a small data average value signal 213 to show gradation data a0 and a1 and a large data average value signal 215. These gradation data a0 and a1 are based on a picture element set in a block. An arithmetic circuit part 220 is connected to the rear step of the block encoding circuit part 210. This arithmetic circuit part 220 is composed of an adder 221 to introduce the small data average value signal 213 and large data average value signal 215 and to obtain the adding value of the gradation data a0 and a1, a subtracter 233, which obtains the subtracting value of the both data, and two dividers 2251 and 2252. |
