PURPOSE:To cause the number of differential tabulating circuits to be one and to simplify a circuit by dividing one screen into an N-number of areas, overlapping the border of the N-number of detecting areas and separately executing the differential tabulation of an overlapped part and a not-overlapped part when the N-number of moving vectors are detected. CONSTITUTION:In a video period TA of the screen, an input signal IN1 and a signal, which passes through a frame memory FM1, before one frame are subtracted by a subtracter SB1 and a differential value SO1 is obtained. This differential value SO1 is sent through a switching part SW1 to an adding part AD1 and this output is stored in a differential tabulating memory M1. In a vertical blanking period TB, the switching part SW1 is changed over to the side of an output signal FO2 of a latch circuit LTH2 and the differential tabulating values of a TL period and TW period are separately read. Then, the values are separately stored in latch circuits LTH1 and LTH2 and output data are added in the adder AD1. Further, the data are stored again in a differential tabulating address part to correspond to the TL period of the differential tabulating memory M1 as the differential tabulating value of a first tabulating area T1.
