In the method comprising steps for mixing ceramic powder and binder, press-forming the mixt., first sintering, oxide-coating and second sintering: the first sintering process is charactered by heating at the rate of 50-150 deg.C/hr under nitrogen gas atmosphere keeping the constant temperature of 1300-1400 deg.C under reduction ambience including 80 vol.% nitrogen gas and 20 vol.% hydrogen gas, and cooling at the rate of 50-150 deg.C/hr under nitrogen gas ambience, to coat a boundary insulation layer and perform the 2nd sintering.
