UO2 powder capable of being sintered to at least 97% theoretical density at 1,600≦̸C in H2 in one hr. is produced from an aq. soln. of UO2F2. A water soluble dopant contg. an element selected from Al, Ca, Mg, Ti, Zr, V, Nb and/or its mixture is added to the soln. in an amt. of 0.05-1.7 mole% based on the resulting UO2 powder, and enhances the dimensional stability of a fuel pellet made from the powder.
