A multi-purpose wheel (12) with variable vanes for use in a windmill or a tidal power plant comprises a fixed shaft (1), a hollow shaft (3) supported to the fixed shaft by bearings, a first rim (4) supported to the hollow shaft by spokes (5), a rim (6) with a tire (7) supported by extended spokes (5), and rotatable shafts (8) with fan-shaped vanes (11) mounted between the spokes. An annular ring (2) having guide grooves (14) is fitted to the fixed shaft wihtout contacting with the hollow shaft. Guide rollers (10) rotatably mounted on links (9) connecting the rotatable shafts are provided in the guide grooves for use in adjusting the angle of vanes.
