PURPOSE: To prevent the deterioration of resolution by fractionizing a processing operation as the property functions of the block contents to be encoded. CONSTITUTION: A correlation reduction circuit 10 is prepared to receive the digital signal that shows the luminance or chromaticity of a certain number of pixels which are divided into blocks together with a scan conversion circuit 30, a normalization circuit 50, a quantization circuit 60, a circuit 70 which encodes the quantized value, and a speed control circuit 80. Then this device itself contains a load coefficient storage memory 51 which is addressed by an index (i) showing the current block position and also by the value showing the current block activity, a standard calculation circuit 52 which works based on the mean standard value Nm generated by the circuit 80 and a supplied load coefficient Gi, and a circuit 59 which divides the output of the circuit 52 by a coefficient Ki. In such a constitution, the deterioration of resolution can be prevented without giving any fault of amplitude to a boarder line. |
