In order to fasten a heating cost distributor (1) for determining relative heat consumption to a heater (10) in a tamper-proof manner, a fastening screw (21) is accommodated with its screw head (23) and rotationally fixed in a positive manner in a recess of a counterelement (2), while the nut (26) in the sealed housing (3, 4) of the heating cost distributor (1) is not accessible. To increase the friction-locked engagement between the heater (10) and the counterelement (2), side support surfaces (17) of the latter are, furthermore, provided with teeth (18), so that an undetected displacement of the heating cost distributor (1) is also not possible without loosening the fastening screw (20). <IMAGE>
