<p>PURPOSE:To prevent encoding efficiency from being lowered due to the distribution of a significant coefficient by allocating a variable length code based on a code book so as to be corresponded to the respective arranging pattern of the significant coefficient one to one and encoding position information. CONSTITUTION:When information to all the components of a converting coefficient string Yij are stored to a pattern memory 15, the secondary arranging pattern of the significant coefficient, which is included in the coefficient string Yij to be a subject to be encoded, is stored in the memory 15. On the other hand, the code book is provided to cause an index and the variable length code to be corresponded one to one in a variable length encoding part 16 and when the arranging pattern of the significant coefficient, which corresponds to one block of an original image, is stored to the memory 15, the code book to correspond to this arranging pattern is collated by the code book and the corresponding variable length code. Accordingly, the encoding efficiency is regardless of the distribution of the significant coefficient.</p> |
