PURPOSE:To attain the processing similarly at a data terminal equipment of any data transfer procedure by dividing a data extracted from the data terminal equipment into blocks each far shorter than a data block length of the data transfer procedure and storing them in a buffer. CONSTITUTION:A data blocking section 6 provided in a terminal equipment interface section 4 samples a data from a data terminal equipment 2 and devides the data into blocks each far shorter than the data block length of the data transfer procedure. The split data is stored n the buffer 5. An interval control section 7 scans the buffer 5 at an interval in response to the transmission speed of a data terminal equipment, and transfers the data block in the buffer 5 to a network control section 1. Thus, the similar processing of data is applied at any terminal of any data transfer procedure. Since the data is stored in the buffer and transmitted in a short length block unit, the delay is reduced.
