<p>PURPOSE:To cause the storage of a color image to be efficient and to secure identification at a reproducing time by storing obtaining an average color in each block, storing it as a background color and obtaining a color to remove the background color from a representative color as a keeping block in a color edge block. CONSTITUTION:A representative color extracting means 4 extracts representative colors CL1 and CL2 from a picture element block Cmn and a smoother 6 keeps an average color CAV as a background color CBG by a latch 6. A color edge deciding device 5 decides whether the block is the edge block or not according to the background color CBG and the representative colors CL1 and CL2 and in the block, which is decided not to be the edge block, encoders 9 and 11 limit the type of colors to the average color CAV and the distribution of the colors is encoded as a plain block. Then, in the block which is decided as the edge block, the representative color which resemble the background color CBG is removed. Then, the block is constituted of a picture element, which has the representative color to resemble the background color CBG, and the picture element, which has the representative color not to resemble it, encoded and stored in an image memory part 12. Code data to be stored in the image memory part 12 are read by a decoding part and decoded to color picture data.</p> |
