PURPOSE: To improve the homogeneity of the solid phase of a pellet and to improve the solubility being retreated by grinding a first mixture within a specific time, grinding a second mixture quickly, and perform forcible selection with a specific sieve net size. CONSTITUTION: A power material to be treated by pelleting and baking made of a particle with a grain size that is 250μm or less. Then, first a first power mixture of UO2 and PuO2 with plutonium content exceeding a prescribed content is blended and is bound by a ball mill for 1.5-2.5 hours. Then, to obtain a second powder mixture with a prescribed amount of plutonium, a power UO2 is added to the ground first power mixture and further a recycling mixture oxide (U, Pu) O2 power that is obtained by grinding a nonconforming article is added and is ground for 15-30 minutes. The amount of added recycling power should be 15wt.% or less of the second mixture. Therefore, to collect a power material to be pelletized and baked, the ground second power mixture is forced to be screened through a sieve with a sieve net size of 250μm or less.
