A high integrity composite comprising: (a) a foam membrane having a compression storage modulus (E min ) at -30 DEG C of at least 3 x 10<7> dynes/cm<2>, and a compression loss modulus (E sec ) at -30 DEG C of at least 5 x 10<7> dynes/cm<2> over a frequency range of from about 1 x 10<2> Rad/sec to about 3 x 10<4> Rad/sec., and (b) a thermoplastic abrasion-resistant film layer, wherein the composite has higher impact resistance than either the membrane or the film alone. t
