PURPOSE:To prevent the generation of encoding distortion at the time of transmission even for a block containing a boundary by performing encoding by considering both a dynamic range and the statistic distribution of a picture element in the block. CONSTITUTION:An NTSC television signal from an input terminal 10 is made into the block by a blocking circuit 12. A sample train made into the block by the blocking circuit 12 is impressed to a minimum value detector 14, a maximum value detector 16, an intra-block means value detector 18 and a delay circuit 20. The outputs of the minimum value detector 14, the maximum vlaue detector 16, the mean value detector 18 and the delay circuit 20 are impressed to an encoder 22. The encoder 24 impresses an index to the encoder 22. The encoder 22 encodes the television signal in compliance with these outputs, and outputs it. |
