PURPOSE: To prevent the collision of data by stopping transmission when control signals arrive at a high-order unit after the transmission of packet data is started, dismissing the already transmitted packet data in a low-order unit, newly confirming the free state of a data channel and then, starting the transmission of the high-order unit. CONSTITUTION: The collision of signaling and the packet data occurs when the data channel is occupied by signaling data and the control signals for the instruction of an occupied state arrive at the high-order unit PAD for a first time when the high-order unit PAD already starts the transmission of the packet data. In this case, the high-order unit PAD stops a transmission process after the arrival of the control signals and newly starts the transmission process when the control signals indicate the free state of the data channel again. The already transmitted part of the packet data is dismissed on the low-order unit LC. Such dissolution of the collision is performed by the fact that a signaling processor can transmit the signaling data provided with higher priority to a terminal station.
