PURPOSE:To eliminate the deviation of transmission queue in plural packet controllers in the same station by giving an average traffic to each band. CONSTITUTION:When transmitting data from a terminal 60-1 are received by an adapter 50-1, the adapter 50-1 refers to a table 544 and determines a priority order P from the type of the transmitting data in a step 202. Thereafter, it refers to a mean priority order retrieval table 548 and retrieves the packet controller having a priority order lower than the priority order P of a transmitting packet. When a packet controller 30-2 receives a packet from the adapter 50-1, it stores the transmitting packet into a queue buffer 370-2. Thereafter, the mean priority order of the transmitting packet stored in the queue buffer 370-2 is calculated and stored into a mean priority order register 372-2.
