PURPOSE: To make decomposition efficiency extremely high in comparison with a system without existence of active carbon and to make the decomposition efficiency further higher in a system wherein a metal catalyst is additionally incorporated by performing pyrolysis of an org. halogen compd. in the presence of the active carbon and an oil component. CONSTITUTION: 1-20 parts, pref. about 10 parts active carbon are used to 1 part org. halogen compd. Amt. of use of an oil component to the org. halogen compd. and the active carbon depends on ratio of the org. halogen compd. to the active carbon, water content in the active carbon and is determined from calculation of burning from necessary amt. of air, amt. of gas generation, oil content and amt. of heat of the active carbon and in general, it is at least equivalent amt. of the sum of the org. halogen compd. and the active carbon and about 3:7 at the max. The mixture of the org. halogen compd., the active carbon and the oil component mixed by a ratio like this is pref. under fluid condition, e.g., a slurry condition and it is efficient that it is continuously fed into a combustion furnace under this condition, namely, continuous combustion treatment is performed. As another embodiment, a metal catalyst is additionally used to the org. halogen compd., the active carbon and the oil component.
