PROBLEM TO BE SOLVED: To enable the flatness measurement at a high resolution and reduce the apparatus maintenance cost, by coupling/fixing a sensor to a periphery of a deformable measuring roller, and detecting the deformation of the periphery of the measuring roller due to the internal tension of a strip. SOLUTION: A measuring roller 10 having a plurality of deformable rings mounted on a shaft is supported with two support cylinders 11, 12. A strip 1 under measurement is pulled by a tension applying means to move in a direction A and butt to each ring of the measuring roller 10, while a force P exerted along the bisector of a winding angle 2ϕlogically by individual prices of the strip 1 is measured by a noncontact type inductive proximity sensor 13 to output as a deformation signal. This sensor 13 is small-suzed and low in the operating cost and capable of an accurate measurement.
