A device intended to generate an impulse in a non-spinning or slowly-spinning shaped-charge projectile tilting along its trajectory in order to attack a target from above, of the type including a plurality of impellers, each of them comprising an explosive plate (11) located between a thrust plate (12) and an inertial plate (10) and operating independently under the control of its own target detector (4), these impellers being arranged so as to create a torque, characterized in that the impellers include a damping block (13) located in front of the thrust plate and in that the impellers constitute two crowns respectively situated in the forepart and in the rear of the projectile, the impellers of the rear crown being located in the same meridian planes as those of the fore crown, each impeller of a crown having an associated impeller in the other crown, situated in the same meridian plane and opposite with regard to the longitudinal axis, these two impellers operating simultaneously so as to create a tilting torque.
