The machine has a vertical rod (1) movable vertically, and reversibly rotatable. A movable frame (2) is attached to the vertical rod and movable vertically while allowing rotation of the rod. A pair of pressure arms are supported at their lower portions by the movable frame, to be pivotable about a pair of horizontal, paralled axes. A pair of seal bars are fixed to the upper portions of the pressure arms respectively and are opposed to each other. A transmission converts the forward and reverse rotation of the vertical rod to a pivotal motion of the arms (5,6) to move the seal bars (3,4).
