PROBLEM TO BE SOLVED: To solve the problem wherein it is necessary to prepare equipment close to actual operation because of the requirement for a head end and a cable card, and it is very expensive, and a large amount of labor to construct the environment is required since the head end includes the equipment for guaranteeing connection with a plurality of terminals. SOLUTION: The cable television receiving terminal is provided with an executing means for executing an application; a first receiving means for receiving data outputted from an OOB (out of band) server for outputting a second data format different from a first data format that the head end transmits via an OOB; a converting means for converting data of the second data format received by the first receiving means into the first data format; and a library for offering data converted, by the converting means to the application.
