Involved is a protocol layer (4) fed between a link (5) layer and a network layer (3). The protocol covers the costs of transport, a sequence number of the report, a link layer address of the original sender and the original destination of the report. Through the link layer address of the direct sender and the direct destination are provided. For the control of reports use is made of a control table. The equipment constructs the control table by coupling the link layer address of the original sender. When the equipment controls a report, it provides the direct destination of the original destination. The equipment uses the cost field in order to determine the route with minimal transport costs. It uses the sequence number in order to separate already received reports from those newly received. To cater for maintenance of data, regular test traffic is generated.
