An article for the controlled release and delivery to animal tissue (including but not limited to animal epidermal tissue) of a composition of matter comprising a pharmacologically active agent which is causative factor in the occurrence of non-allergic or allegic contact dermatitis and an anti-dermatitic substance to prevent the contact dermatitis from arising or for minimizing its severity.
