PURPOSE:To change the content of a target system table to be used by a system actually in operating the system by providing a system parameter temporal change parameter table. CONSTITUTION:Plural system parameter tables 11A-11C(11) and system parameter temporal change parameter tables 19A-19C(19) to hold the schedule information of the temporal change of the table 11 are provided. The table is selected sequentially according to the schedule information registered in the table 19, and the content of the system parameter registered in the target system table 1211 is changed in operating the system so as to be set equal to that of system parameters 17A-17C instructed by a selected table. In such a way, it is possible to control the system by the system parameter conformed to the operating status of the system at this time, and the system can be operated efficiently.
