An asbestos remover, a preparing method, an implementing method and an implementing system are provided to remove bad effects of asbestos when removing asbestos from a building. An asbestos remover is able to remove asbestos without dissembling a building including asbestos and includes a devil's-tongue as a principal ingredient. The devil's-tongue is a mixed liquid of a devil's-tongue in which one or more additives selected from a group consisting of mannan powder, sulphuric acid, sulphuric aluminum, sodium carbonate, and sodium aluminate. Water is heated to a predetermined temperature at a room temperature and then the heated water is mixed with the powder of the devil's tongue to dissolve the powder of the devil's tongue in the heated water.
