A porous filter and a method for manufacturing the same are provided to purify and soften water efficiently through the porous filter, by forming the porous filter of zeolite, tourmaline, charcoal, sodium hydroxide, and silicon powder. A source preparation process is performed by preparing 80-120 wt% of tourmaline powder, 20-50 wt% of charcoal, 90-100 wt% of sodium hydroxide, 20-50 wt% of silicon powder, based on 100 wt% of zeolite powder. The sodium hydroxide and the silicon powder are mixed, and then the mixed matter is melted at a temperature of 1200-1400°C. The melted matter is filtered at a high temperature, and then enriched to a liquid type enriched matter. The tourmaline powder and the zeolite powder are mixed into the enriched matter. The mixed matter is compressed and molded. The molded matter is hardened at a temperature of 850-950°C.
