A broadcasting system for time-delayed broadcasting contents and a broadcasting method for the same are provided to broadcast the broadcasting contents broadcasted at the constant time zone to another country at the same time zone. A broadcasting contents transmission and reception apparatus(100) receives/encodes the digital or analog broadcasting contents from plural broadcasting stations, and transmits the converted broadcasting contents to a broadcasting contents time delay device(200). The broadcasting contents time delay device delays the broadcasting contents as much as the predetermined time, and transmits the contents to a time delay broadcasting contents relay device(300) continuously through the network. The time delay broadcasting contents relay device stores the delayed broadcasting contents by channels, and extracts the delayed broadcasting contents corresponding to the requested time among the delayed broadcasting contents according to the user's request.
