A method and an apparatus for encoding/decoding an image signal are provided to place data among data, which effectively improves image quality, closer than a DC element in the front of a stream image. Difference information related to the motion information of the corresponding block existing in the second quality layer is obtained. The motion information of the data block is obtained based on the difference information related to the motion information of the data block and the predicted motion information in the data block. The data block is decoded by using a pixel value of the block which the motion vector of data block indicates.
