METHOD OF ENCODING AND DECODING VIDEO SIGNALS

A method of encoding and decoding an image signal is provided to reduce the number of pixels which need to be specially processed, thereby improving efficiency of up-sampling. Location information of a reference block and the first residual data are obtained from a video signal. The second residual data is obtained based on the location information of the reference block and the first residual data. The current block is decoded by using the second residual data. The location information of the reference block is determined based on a relative location or a phase difference between the first layer sample and the second layer sample.
